Viorel Soltan biosketch
Currently holding a Master of Business Administration (MBA) from Newport University and a Master of Public Health Management (MPH) from Moldova School of Public Health. Also holding a degree in general medicine (MD) from State Medical University in Moldova, where also served a 3-year residency in the Department of Neurology.
From 2007 serve as director of the Center for Health Policies and Studies (PAS Center). PAS Center is principal recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) and the World Bank project implementation unit responsible for country projects implementation in HIV/AIDS, Tuberculosis and Hepatitis fields. Also, PAS Center implements operations research studies.
During 2004 – 2007 was leading American International Health Alliance’ (AIHA) Moldova office and was assuming primary responsibility for managing all facets of the USAID financed TB program as project Chief of Party. Has joint AIHA from the Soros Foundation in Moldova where served as the Director of Public Health Programs for the last six years, focusing on the priority areas of harm reduction for HIV/AIDS prevention, mental disability advocacy, palliative care, workforce development, and health information systems.
A lecturer at the State Medical University in Moldova’s School of Public Health where teach strategic planning, project management and evaluation as part of the health management education program. Member of the Moldova National Coordination Council responsible for the monitoring of both National HIV and TB programmes. Board member of the Global Initiative in Psychiatry (GIP) regional office in Bulgaria and co-founder of the Moldova Harm Reduction Union.
Alumni of the World Bank Institute Flagship Course on health Sector Reform and Sustainable Financing. Modules on: Analyzing Health Sector Performance, Decentralization, Reforming and Managing Health Institutions, and Advanced Flagship Course on Poverty, Equity and Heath Systems. Completed WHO Training Course on DOTS and TB/HIV Management organized by Tradate WHO Collaborating Centre for TB and Lung Diseases and University of Brescia. Hold United Nations – Moldova 2003 Award for outstanding leadership and commitment in prevention of HIV/AIDS and providing support to people living with HIV/AIDS.
Has over 10 years experience in Public Health Management, including HIV/AIDS and tuberculosis, health policies and anaysis, health services management, primary health care, health insurance and financing, public health monitoring and evaluation. Has over 5 years experience in working with the Global Fund. Specific public health experience in Caucasus (Azerbaijan, Armenia, Georgia), Eastern Europe and Central Asia (Russia, Uzbekistan, Kazakhstan, Tajikistan), Africa (Southern Sudan, Kenya, Mozambique) and Balkan region (Albania). Has specific experience in working with the Global Fund, the World Bank, USAID, UNDP, UNAIDS, WHO, Open Society Institute and European Commission.
